The TERC Advisory Board will oversee the quality, veracity, effectiveness, and commercial propriety of the Transport Emission Reduction Certificate (TERC) Program as it relates to the creation of carbon reduction methodologies, their application to the production of qualifying fuels, and the sale of resulting environmental attributes in a market-based setting.

An active Advisory Board with a well-defined governance structure is necessary to produce scientifically supported results, maintain integrity of the TERC Program, and support industry-wide acceptance of innovative products in an evolving voluntary carbon landscape.

  • TERC - Transport Emissions Reduction Certificate Low-Carbon Steffen Mueller

    Steffen Mueller, PhD

    Dr. Mueller serves as President of Fermentation Technology Services, a consulting firm working with biofuel plants on risk and process management. In parallel, he leads the Bioenergy and Transportation Emissions Research Group at the University of Illinois at Chicago. Selected academic research activities focus on life cycle emissions analyses of different bioenergy and electric vehicle pathways, the quantification of emissions and sequestration effects from production agriculture, and finally, the certification of sustainable energy supply chains. In his academic role, Dr. Mueller was a member of the Expert Working Group during the establishment of the California Low Carbon Fuel Standard (2009-2010) and recently served on the National Academies of Sciences Committee on Current Methods for Life Cycle Analyses of Low-Carbon Transportation Fuels (2021-2022). Dr. Mueller holds a PhD in Energy Policy from the University of Illinois at Chicago, an MBA, and a B.S. in Environmental Engineering from Karlsruhe, Germany.

    Benjamin Munzel

    Benjamin is an experienced energy and carbon market expert. In his role on the TERC program’s advisory board, he brings aspects of carbon crediting and the integrity of related claims. He represents ClimatePal, a voluntary carbon standard and sister organization of the International Sustainability and Carbon Certification (ISCC) system. As senior manager, Benjamin is responsible for developing and operating their carbon credit certification program in the global voluntary carbon market.

    In 2010, the early days of carbon crediting and emissions trading, Benjamin developed an analytical framework to assess carbon offset projects under the UN‘s Clean Development Mechanism. His research set him up for an entrepreneurial career path. As ‘Carbon-Scout,’ Benjamin originated carbon credits, traded emission allowances, and advised compliance companies in the EU Emissions Trading System. He then joined the global provider of consulting services Guidehouse (predecessor companies Navigant and Ecofys), where he developed and led sustainability-related projects for clients in various industries and the public sector, including the European Commission and the German Federal Ministry of Economic Affairs and Climate Action.

    Benjamin holds a Master of Science from the University of Technology Braunschweig, Germany, and a Master of Business Administration from the University of Rhode Island.

    Anthony Reed

    Anthony advises a diverse portfolio of clients in their public affairs efforts across the food, agriculture, energy, and sustainability policy landscape. His work spans the FGS Global Energy & Sustainability and Food & Agriculture teams.

    Anthony joined FGS Global following 14 years on the government relations team at Archer Daniels Midland Company (ADM), where he most recently served as the Interim Head of Global Government Relations. In this capacity, he handled issues spanning food, agriculture, energy, environment, climate change, sustainability, biotechnology and biofuels. His work included leading coalition efforts to create and extend clean energy tax incentives, negotiating high-level biofuel regulatory changes, serving as an expert witness on biotechnology policy in related litigation, and representing ADM’s interests in key trade associations in the energy, biofuels, biotech, and agriculture spaces.

    Anthony also served as the Deputy Associate Administrator for Congressional Relations at the Environmental Protection Agency where he focused on EPA’s Offices of Air and Radiation, Enforcement and Compliance, and Chemical Safety and Pollution Prevention.

    Prior to his time at the EPA, he worked on Capitol Hill for 11 years as Chief of Staff and Legislative Director, for then-House Speaker Dennis Hastert (R-IL) and legislative assistant for Representative Tom Latham (R-IA). Anthony holds BA degrees in Economics and Political Science from the University of Iowa.

    Timothy Winters

    Timothy has served as the President and CEO of Western New York Energy, LLC and Shelby Transportation, LLC since early 2017, bringing both companies to new heights. Western New York Energy is the sole operating biofuels plant in New York State, producing over 60 million gallons of clean and renewable bioethanol annually. In 2022, Timothy spearheaded the integration of a state-of-the-art high-purity alcohol system, allowing the production of premium-grade alcohol.

    Before joining Western New York Energy, Timothy gained valuable professional experience at Johnston Enterprises, Inc., the largest privately owned grain company in Oklahoma. Over six years as Controller, he contributed as part of a management team overseeing grain operations, unit train loading facilities, seed production, river port operations, a cotton gin, and oilfield service operations.

    Timothy graduated from Penn State University, earning a Bachelor of Science degree in Agricultural Science with a minor in Agricultural Economics. His exceptional proficiency in strategic leadership, financial management, and vision for sustainable agriculture position him as a respected figure in the agribusiness sector.

DEVELOPED BY

In 2023, Eco-Energy developed and launched the Transport Emission Reduction Certificate (TERC) Framework and infrastructure that enable fuel producers to quantify and monetize the environmental attributes of their low-carbon fuels through these tradable certificates. While Eco-Energy operates as a midstream services company within the energy sector, facilitating the marketing and transportation of ethanol and natural gas across the U.S., Canada, and internationally, they do not produce fuels or generate TERCs directly.
